From theory to practice: a joint effort for an effective response in the provinces of Lac, Ouaddaï, Wadi Fira and Sila

Since 2018, Ground Truth Solutions has been tracking the perceptions of people affected by crises in Chad, gathering their recommendations for response actors, and amplifying their voices in decision-making forums to push for a more accountable and effective response.
After years of identifying a persistent gap between people’s expectations and their perceptions of humanitarian aid quality, in late 2023, GTS shifted its primary focus in Chad to dialogue and co-design, drawing on years of perception data and community-driven recommendations from several provinces to identify and implement concrete actions that reflect the priorities of crisis-affected communities.
As part of this effort, Concern Worldwide committed to embedding community feedback more deeply into its strategy. With Concern we launched a joint initiative to drive more responsive, community-aligned action to benefit the entire humanitarian community in Chad.
In early 2025, GTS partnered with BEIRED Sarl to conduct its first quantitative survey in Sila, one of Chad’s six regions with the highest humanitarian needs. Community dialogues in Lac, Ouaddaï, Wadi Fira and Sila, and continued collaboration with Concern Worldwide and NGO Forum members are planned to address the key gaps identified and ensure the response is grounded in what communities say matters most.
